欧州連合（EU）のカヤ・カラス外交・安全保障政策上級代表は10日、米国が国際刑事裁判所（ICC）を機関として制裁対象にしたことについて、EUとして深く遺憾に思うとの声明を発表した。声明は、ICCがジェノサイド、人道に対する罪、戦争犯罪、侵略犯罪を扱う国際司法機関であり、裁判所や職員、協力者への脅迫や攻撃は容認できないとした。
EUは、米国が最新の制裁措置の発効を遅らせ、ローマ規程締約国との協議に応じる姿勢を示したことに言及し、これを外交の余地と位置づけた。そのうえで、制裁の撤回と、ICCの独立性・完全性を損なう追加措置の回避を求めた。ICCは9日、米国の制裁が裁判所の活動を妨げ、イスラエルを含む事案を扱う司法機能への圧力となると反発していた。
